I have received two ridiculous infractions for posting legitamate posts in old threads which couyld still be lively if we had any amount of users. In political opinions for example 3/4 of the first page is pretty much from November. To eliminate gravedigging you should simply lock topics that are over lets say 1 month without a post. This is simple coding if you would want to install it into the site or just have mods lurk less and do their jobs more often.
