Making New Tournaments Problem -

I tried making a new tourney today but couldn't....I asked 21 to fix this a month ago but I don't blame him. Some people have options but they're screwed up, others (like myself) have no options once we hit "Make New Tournament". So if some admin can please fix this, it would be nice, thanks.
