Here's the thing...
If you have a whisper going with X, then type "/to" to disable whisper mode (so you don't have to use #)
If you want to ignore a player from messaging you on any chat, type "/tooff X".
I believe you are only typing "/tooff" when you want to end a whisper. I believe that also does the trick but I have never tried it. "/tooff [player name]" ignores a player completely.
