Mainly, there are over 1 million flash game sites: I've rallied the ones I think are pretty good.

Newgrounds was made in 1997 by a person named Tom Fulp in the comfortness of his basement. It originally hosted only animations, but now it has expanded towards a wide variety of animations and games: all flash based

As the name suggests, Armor Games hosts games that they have sponsered. There games are mainly RPGs, with rarely any action games at all. However, they host the best free RPGs around.
